Auditor Ball Continues Fight for Kinship Caregivers at the KY Court of Appeals

2/16/2026

FRANKFORT, Ky, (February 16, 2026) – Today, Auditor Ball asked the Kentucky Court of Appeals to remove the obstacles Governor Beshear and the Cabinet for Health and Family Services continue to place on her investigation into the implementation of SB 151, commonly known as the Kinship Care Bill.

“Kentucky law makes it clear that the State Auditor is entitled to the information requested from the Governor and the Cabinet for Health and Family Services about the true cost of implementing Senate Bill 151 which would make more resources available to kinship caregivers,” Auditor Ball said. “These are real families who need the help the General Assembly provided for in Senate Bill 151. With this appeal, I continue to fight for these families in need. I will always uphold my constitutional oath to do the job Kentuckians elected me to do.”

The Auditor's brief continues her appeal of the Franklin Circuit Court’s dismissal of her action to force the Governor and the Cabinet to comply with her investigation requests.
