Auditor Ball's Fight for Kinship Care Families Continues

Frankfort, Ky. (September 15, 2025) – Today, Auditor Allison Ball directed the issuance of subpoenas as the necessary next step to protect Kentucky’s kinship caregivers and the children in their care still awaiting the Cabinet for Health and Family Services execution of S.B. 151. This directive follows the Franklin Circuit Court’s opinion issued today affirming Auditor Ball’s authority to subpoena persons and documents that have been withheld by auditees.


“While the Governor continues to ignore the needs of kinship caregivers, I remain committed to fighting to ensure these families get the resources they rightfully deserve following the General Assembly’s passage of Senate Bill 151,” Auditor Ball said. “Governor Beshear continues to say his appoi​ntees have turned over everything my office has requested, this is untrue; even the court opinion makes it clear that they have yet to fully comply. These subpoenas will reveal the truth about the actual cost and all available resources to fund this program.
