State Auditor Ed Hatchett reports a 30% error/noncompliance rate in his annual report on state government’s compliance with Title VI of the federal Civil Rights Act. The report comes on the heels of Hatchett’s recent Statewide Single Audit report criticizing state government for ignoring small and small minority business set aside requirements and for weak EEO compliance in state contracting.
"We had 33 state agencies reporting on their practices in 13 compliance areas. We found 129 problems. That percentage demonstrates troubling inattention. These are not new civil rights requirements," commented Hatchett. Title VI of the Civil Rights Act of 1964 prohibits any program or activity receiving federal funds from excluding participation, denying benefits, or subjecting any individual to discrimination on the basis of race, color, or national origin. In 1994 the Kentucky General Assembly passed legislation requiring public agencies to develop an implementation plan and submit annual plan updates to the Auditor of Public Accounts and the Kentucky Commission on Human Rights. |
