Auditor of Public Accounts Crit Luallen announced today the appointment of Marcia Morgan as director of the Division of Performance Audit, one of the five departments within the State Auditor's Office. Ms. Morgan recently served the Commonwealth as Secretary of the Health Services Cabinet. She will start her new job on May 3.
"Marcia is a 27 year veteran of state government and knows where to look for waste and inefficiencies," said Auditor of Public Accounts Crit Luallen. "Marcia brings a depth of understanding regarding the budget and management of state government that should prove extremely beneficial as we move forward with the good work of the Performance Audit division. Taxpayers deserve more than just finding and announcing problems; they deserve our best efforts to fix them and improve all aspects of government. Ms. Morgan's government expertise will allow us to do just that." "I really look forward to changing gears with my career and using what I learned in state government to direct a quality audit staff as we search for ways to help improve the way government works." Ms. Morgan said. Ms. Luallen added, "I want the Division of Performance Audit to be the best of its kind in America. I see this division as a way to continue the work I have done over the last ten years, looking for inefficiencies throughout government. We were able to save $600 million through our efforts with EMPOWER KENTUCKY. I know Marcia will be able to continue this progress." The Performance Audit Division was created in May of 1997 to expand the scope of taxpayer protection in Kentucky. The Performance Audit Division conducts performance audits of state programs to determine if these programs are running effectively and efficiently. Performance auditors determine if state funded programs have the desired impact and meet their statutory or regulatory criteria. The Auditor of Public Accounts, Legislature, Governor, or the public may request performance audits. Before her appointment as Secretary of Health Services Cabinet, Ms. Morgan served as Deputy Secretary and Executive Director of the Office of Program in the same cabinet. She has also served as Director of Unemployment Insurance in the Workforce Development Cabinet and Assistant Deputy Attorney General for Administration. In addition she held management positions in the Natural Resources Cabinet earlier in her career. The Lexington resident is a 1976 graduate of the University of Kentucky.
