John Cubine, a twenty-nine year veteran of Kentucky State Government, was hired today by State Auditor Crit Luallen. Mr. Cubine will be director of the Division of Financial Audits. The Financial Audit Division is the largest division in the Auditor's Office with 87 employees.
"John Cubine is one of the most respected public servants in Frankfort. His experience in all aspects of government, including his previous leadership role in the State Auditor's Office, will be a great asset in my efforts to safeguard Kentucky's taxpayers. With John's appointment, my management staff is in place and together provides one of the most experienced teams to ever serve in Frankfort." Ms. Luallen said. Mr. Cubine began his government service in 1975 as an Eligibility Worker in the Bureau of Social Insurance, climbing to Commissioner of the Department of Social Insurance in 1981. He rose to the post of Deputy Secretary of the Governor's Cabinet in 1990 under Governor Wallace Wilkinson. Cubine was also Director of the Administrative Services and Chief of Staff at the Attorney General's Office for six years under Ben Chandler. When Mr. Chandler was Kentucky's Auditor from 1991 - 1995 Mr. Cubine served as chief of staff. Most recently he was Deputy Director for Budget Review for the Legislative Research Commission. "I was fortunate enough to receive several opportunities, both inside and outside of government, since I left LRC, but I chose to come to work for Crit because of her unquestioned integrity, commitment, and enthusiasm to administer the Auditor's Office in a professional manner. Working with her and the fine staff at the Auditor's Office gives me a chance to continue my life long quest to make Kentucky Government, at all levels, the best and most efficient it can be." The Division of Financial Audit protects taxpayer resources by conducting financial audits of state agencies, fiscal courts, Sheriffs, county clerks, and other entities that manage public funds. The division's auditors help identify and eliminate risks to public resources, protecting the taxpayer's interest in our government. The division consists of 87 positions, nearly two thirds of the Auditor's Office employees. There are 49 county and local government auditors, 27 state government auditors, eight unfilled positions, an assistant director, and support staff. Mr. Cubine's first day will be Monday, July 19.
