State Auditor Crit Luallen released the eighth annual Title VI Compliance Report of state government agencies receiving federal funds. State agencies receiving federal funds are required to submit Title VI compliance implementation plans and updates to Auditor Luallen's office, as well as the Human Rights Commission, by July 1 of each year. Thirty agencies submitted updated plans for the fiscal year ending June 30, 2003. The plans were reviewed for compliance with 13 requirements, six (6) of which must be updated annually.
The report cites 47 noncompliance issues among the 30 agencies as it relates to reporting as required by KRS 344.015. The 47 noncompliance issues fall within the six (6) requirements that are to be updated annually. The majority of the noncompliance issues stem from the agencies' complaint procedures, evaluation procedures of their plan, and from their record keeping and recording. Title VI prohibits any state agency receiving federal funds from denying access to a program on the basis of race, color, or national origin. The report covers the 2003 fiscal year. |
