(Frankfort - October 8, 2003) State Auditors have found that the City of Prestonsburg failed to give required statutory deference to its Recreation, Tourist, and Convention Commission. In a letter to Prestonsburg Mayor Jerry Fannin, State Auditor Ed Hatchett detailed several findings and recommendations to help clarify the relationship between the City and the Commission.

Auditors found that

  • The City's ordinances do not conform to state statutes governing tourist commissions, their authority, and duties
  • Mayor Fannin changed the Commission's bank signature authority without the Commission's approval
  • The City must seek the advice and consent of the Commission to use tourism taxes to finance attractions
  • The City doesn't collect its hotel taxes often enough
