(Frankfort - September 9, 2003) In a report released today State Auditor Ed Hatchett called for stronger oversight of the Commonwealth's DUI Counseling Program.

The program provides services, which include assessment, education and treatment for the 30,000 offenders who are convicted of driving under the influence in Kentucky each year. The $10 million cost of the program is generated through fees charged to convicted offenders.

Problems highlighted in the report include

  • Many DUI counseling programs escape mandatory statutory evaluation
  • There is no tracking and assessment of program results and personnel
  • No regulatory framework for DUI programs exists

"Inattentive oversight has rendered Kentucky's DUI counseling programs ineffective," said Hatchett. "Our recommendations will help the Division of Substance Abuse focus its responsibilities."

The report recommends that Kentucky maintain DUI conviction records for ten years. Under current policy the DUI convictions are purged after five years.

The report also notes that the Cabinet for Health Services poorly serves non-English speaking DUI offenders.
