Compliance with Title VI reporting requirements for agencies receiving federal funds has improved dramatically according to a report issued today by State Auditor Ed Hatchett. This year's noncompliance rate is 5.04%, which is significantly down from last year's level of 22%.
State agencies receiving federal funds are required to annually submit Title VI compliance implementation plans to Auditor Hatchett's office. Twenty-seven agencies submitted updated plans. The Kentucky Transportation Cabinet which received over one half billion dollars in federal funds during the reporting period did not submit an updated implementation plan. The report, which is mandated by state statute, cites 19 noncompliance issues among 27 agencies. Plans are audited for compliance with 13 requirements. Title VI prohibits any state agency receiving federal funds from denying access to a program on the basis of race, color, or national origin. In 1996 the Auditor of Public Accounts began to monitor and report compliance of state agencies. "We are delighted to be able to report some good news about the progress our state is making in compliance with Title VI requirements" said Hatchett. "We hope this trend continues until we have 100% compliance with all civil rights laws." |
