(Frankfort - June 26, 2001) State Auditor Ed Hatchett reported that state agencies improved their compliance with federal civil rights laws during 2000, but stressed that further improvements must be made.

Hatchett says 22% error rate is still too high

In his annual report to Kentuckians on state government's compliance with Title VI of the Civil Rights Act of 1964, Hatchett tested the compliance of 32 agencies with 13 substantive measures. The Title VI compliance error rate for 2000 was 22%, down from the 30% error rate found in state agencies in 1999.

Title VI prohibits any state agency receiving federal funds from denying access to programs on the basis of race, color, or national origin. In 1994 the Auditor of Public Accounts began to monitor and report compliance of state agencies.

"While our Title VI training for state agencies and the annual report we present are bringing down compliance errors, we still detect in some agencies a casual indifference to civil rights laws that is troubling," said Hatchett. "This government should demonstrate a stronger commitment to a zero percentage error rate in its compliance with Title VI."
