(Frankfort - October 12, 2000) Calling a performance based budget pilot project an important step toward better government accountability, State Auditor Ed Hatchett today gave a preliminary report on the status of the initiative mandated by the 2000 General Assembly.

Pilot projects will be first step

Testifying before the Program Review and Investigations Committee, Hatchett said, "Kentucky has an opportunity to join other states in performance based budgeting during the current biennium by linking the performance of selected state agencies to their budget proposals and appropriations for the next biennium.

The performance based budgeting initiative requires

  • All state agencies to submit strategic plans with their 2002-04 budget requests
  • The State Budget Director to designate a state agency to offer strategic planning training for state agencies during this biennium
  • The State Budget Director to select from 3 to 6 state agencies as pilot participants. These agencies will submit performance based budget requests for the 2002-04 biennium
  • The Auditor of Public Accounts to study and report on the current budget process, reporting the progress of the pilot projects and making recommendations for improvements in implementation
