Cindy James is a CPA with 24 years experience in state government. Ms. James started her career and spent 16 years with the Auditor's office. She has spent the last eight years as budget officer and Director of Administrative Services in the Attorney General's office. As Assistant Auditor of Public Accounts, James directs the audit staff as well as oversees the budget and administrative matters of the office. James will also be serving as the director of the Office of Planning and Management. Ms. James is originally from Ashland, Kentucky and graduated from Eastern Kentucky University with a degree business administration. She is married to Brian and has three children.

Fiscal Manager
APA Experience: With the APA since September 1996; in state government since June 1981

Prior to joining the APA, Kellye worked at the Department of Financial Institutions; her title there was Fiscal Manager and Payroll Officer. While working in state government, her duties and responsibilities have been related to fiscal management and payroll. She is very knowledgeable of the MARS system. Her duties and responsibilities include, but are not limited to accounts payable and receivable; pro-card administrator; maintains records of inventory, fixed assets, and insurance; backup to the payroll and health insurance administrator; responsible for personnel files, employee evaluations, and education assistance forms; completion of the closing package; maintenance of daily and monthly reports in Seagate; and responsible for allotment and cash transfers.

As indicated by the above, Brenda processes payroll, and she coordinates all employee benefits. She processes travel vouchers and mails travel and vendor checks. She serves on the Employee Suggestion Council and is one of the APA's EEO coordinators.
