Division of Financial Audit

The Division of Financial Audit protects taxpayer resources by conducting audits of state agencies, fiscal courts, Sheriff's, county and circuit clerks, special districts, education cooperatives and other entities, which manage public funds. Our auditors help identify and eliminate risks to public resources, protecting the taxpayers' interest in our government.

Director: Libby Carlin

Libby Carlin Libby Carlin is a Certified Public Accountant, and began her state government career in 1997. Most of her state government experience has been with the Auditor of Public Account in positions including financial auditor, quality assurance auditor, and financial audit manager. In addition to her current position as Assistant Auditor of Public Accounts, Ms. Carlin also serves as Executive Director for the Office of Financial Audits. Ms. Carlin is originally from Eastern, Kentucky, in Floyd County, and graduated from Morehead State University with bachelor and masters degrees in business administration. She currently lives in Georgetown with her husband, Kevin, and their daughter.
